In 2025, Jennifer Butler led Zillow’s efforts to advance policy, technology and housing equity across the United States. She played a pivotal role in New York City’s Fairness in Apartment Rental Expenses (FARE) Act, which shifted broker fees from tenants to landlords, lowering upfront moving costs by an estimated 40% and creating a more transparent rental market.

Butler also shaped the intersection of artificial intelligence and housing, advocating for responsible AI use in underwriting and appraisals to reduce bias and increase transparency. She engaged federal and state policymakers to modernize housing finance, including remote closings, digital mortgage solutions and BuyAbility℠ initiatives, while championing zoning reform and sustainable housing policies to increase supply and affordability nationwide.

Through strategic leadership and advocacy, Butler bridged the worlds of technology, policy and real estate practice—ensuring consumer protection, equity and opportunity remain central. Her work in 2025 reflects a fearless commitment to systemic change.
